This offers a lot of scope for players to come in/out of the game.<br /><br />If you want to focus on the game moving from planet to planet, perhaps they've got a warrant entitling them to act as "itinerant law enforcement". If a newcomer joins the group you may have picked them up from the station. It is likely to involve both in person and online play and I'd like it to all run on one timeline. I had been thinking I would run it similar to your mission leader system - maybe with the addition of a floating list of available jobs for all players.
